The Government convened a customary all-party meeting today, Sunday, November 30, 2025, ahead of the Winter Session of Parliament, which begins tomorrow (Monday, December 1). While the government sought cooperation for the smooth functioning of both Houses, the meeting underscored the sharp political confrontation expected, with the Opposition preparing to launch an aggressive offensive over multiple contentious issues.
Defence Minister Rajnath Singh and Parliamentary Affairs Minister Kiren Rijiju led the meeting, representing the government, while leaders from the Congress (Jairam Ramesh, Gaurav Gogoi), TMC (Derek O’Brien), and other parties represented the Opposition.
Opposition Agenda: Security and Electoral Roll Scrutiny
The Opposition confirmed its intent to disrupt the session, focusing primarily on issues of national security and the fairness of recent electoral exercises:
- Security Concerns: The recent Delhi blast near the Red Fort and the terror module link will be raised, with the Opposition demanding a detailed discussion on the perceived failure of security and intelligence in the capital.
- Electoral Rolls (SIR): The issue of the Special Intensive Revision (SIR) of electoral rolls is set to dominate proceedings. Opposition parties, particularly the Trinamool Congress (TMC), allege that the exercise, which was implemented in Bihar before the recent elections and is now underway in 12 states, is politically motivated and designed to systematically disenfranchise specific voter segments.
- Other Issues: The Opposition also plans to raise the ongoing air pollution crisis in the NCR, flood relief for states affected by Cyclone Ditwah, and questions regarding India’s foreign policy challenges.
Government’s Reform and Legislative Push
The government is prioritizing a heavy legislative agenda during the session, which has been criticized by the Opposition as being “truncated” and short, scheduled to conclude on December 19.
- Opening Nuclear Sector: The Atomic Energy Bill, 2025, is high on the agenda. It aims to amend existing laws to allow private sector participation in the civil nuclear energy sector, ending the state-run monopoly and boosting India’s long-term energy capacity.
- Higher Education Overhaul: The Higher Education Commission of India Bill is set to be introduced, proposing to establish a single, unified regulator for higher education, replacing bodies like the UGC and AICTE.
- Commemorative Discussion: The government also plans to push for a special discussion to mark the 150th anniversary of the national song, “Vande Mataram,” a move that has already drawn sharp reactions from the Opposition.
Despite the customary meeting, the strong stance from both sides suggests the 15-day Winter Session is likely to be stormy and contentious, focusing more on political confrontation than on smooth legislative passage.
